Topology
Three regions, one sovereign pattern.
Each Paddington region is an independent Miniscaler instance: its own cluster, its own data plane, the same canonical Kilter stack. Your app is pinned to the region you choose, and its data stays there.
No cross-region replication of your data unless you ask for it. Apps move between regions, or off Paddington entirely, to another Miniscaler, an on-prem Kilter install, or your own cluster via kilter package. Sovereignty is the topology.
